He had already created the Egg Production Committee for the hens, the Wild Comrades' Re-education Committee to tame rats and rabbits, the Whiter Wool Movement for the sheep, and various others, and he now turned his attention to the cows. The League's aim was simple: to ensure that the cows kept their tails clean, presumably as a matter of hygiene and pride. This was in keeping with Snowball's belief that the animals, now free from human tyranny, should cultivate orderly and virtuous habits. The committee was one of several that Snowball organized with indefatigable energy, and it was part of his broader vision of a self-improving animal society.

Failure and Decline

Despite its noble intentions, the Clean Tails League, like most of Snowball's committees, proved to be a failure.
